About this opportunity
The State of Maine is requesting bids for Mustang Ice Rider jackets (model #MJ6280) for the Maine Department of Inland Fisheries and Wildlife, with bids due December 1, 2009. No substitutes are permitted.
The scope is approximately 36 jackets in specified sizes (one medium, six large, 17 extra-large, ten double extra-large, two extra-large tall) configured with a triple-layer system of windproof outer shell, AirSoft closed-cell foam insulation, and mesh interior lining. Required design elements include large chest vents, extra-long pit zips, fleece-lined handwarmer pockets, 3M Scotchlite reflective piping, and a stand-up collar with double storm flap. Customization includes silkscreen setup and application for back lettering reading "MAINE" and "GAME WARDEN" in black, badge tab attachment on the front left chest, and departmental patch attachment on each sleeve at shoulder height (patches supplied by the department). All jackets carry a one-year manufacturer's warranty covering defects in materials and workmanship, excluding excessive or abusive use.
Bidders must submit a signed Code of Conduct Affidavit by the opening date, certifying compliance with wage, health, labor, environmental, safety, and non-discrimination laws, and confirming that all manufacturing locations and suppliers comply with prohibitions on forced labor, child labor, involuntary prison labor, and physical or sexual abuse. The affidavit must specify complete manufacturing plant locations (name, street address, city, state, country, telephone number) and be submitted via fax to Sue Garcia at 207-287-6578. In cases of tie bids, the State will grant preference to in-state bidders or those offering commodities produced or manufactured in Maine. The Division of Purchases reserves the right to reject any or all bids and award based on best value to the State, considering quality, conformity with specifications, delivery dates, and ultimate cost. The State is exempt from Federal and Maine State Sales and Use Taxes; bids must quote without these taxes.
