About this opportunity

The Georgia State Financing and Investment Commission is requesting qualifications for construction management at-risk/general contractor services for Project No. J-477, a renovation of the Student Success and Career Services center at Abraham Baldwin Agricultural College in Tifton, with Statements of Qualifications due August 26, 2026 at 2:00 PM.

The scope covers comprehensive renovation of a 14,850 gross square foot historic building vacant since 2020, including mechanical, electrical, and plumbing system upgrades; building envelope renewal with new roof and window replacement; accessibility improvements including an elevator; and interior reconfiguration and finishes. The renovation will serve as the Student Success and Career Services center and flexible meeting/event space. The project incorporates sustainable design principles and Georgia Peach certification with commissioning requirements.

The preliminary Stated Cost Limitation is $6.6 million. Design services are anticipated to commence in October 2026, with construction documents completed by June 2027. Construction start is contingent on funding availability. Work is performed in Tifton, Georgia.

Respondents must hold a current Georgia General Contractor's License; maintain registration with the Georgia Secretary of State; demonstrate sufficient bonding capacity for the project cost; carry Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus $5 million umbrella coverage; maintain a current ratio of 1.0 or higher; and hold an Experience Modification Rating of 1.2 or less.

The procurement follows a two-step process. Step I qualifications are evaluated on 25 percent stability, 45 percent relevant experience and qualifications, and 30 percent suitability. Finalists will be announced by September 1, 2026. Step II requires finalist firms to attend a mandatory pre-proposal site visit on September 8 at 9:00 AM and submit fee proposals and initial construction progress schedules by September 23 at 2:00 PM. Finalist interviews are scheduled for September 24. The contract will be executed using the GSFIC Construction Management Agreement. In Step II, finalists are scored on qualifications/interviews (100 points) and fee proposals (100 points), with the highest combined score selected for contract negotiation. GSFIC has indicated it is unlikely to select a single firm for multiple projects within the FY 2026A/2027 Board of Regents Cohort.
