About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Board of Regents of the University System of Georgia, is requesting qualifications for construction management at-risk services for the Daniel Guggenheim School of Aerospace Engineering at Georgia Institute of Technology in Atlanta, with qualification statements due August 5, 2026 at 2:00 PM.
The estimated construction cost is $163.7 million for a new 200,000-square-foot aerospace engineering facility. The procurement follows a two-step process: Step I requires submission of Statements of Qualifications (maximum 50 pages excluding exhibits and licenses); finalist notification occurs August 13, 2026. Step II, open only to finalists, requires fee proposals due September 1, 2026 at 2:00 PM and mandatory interviews on September 2, 2026. A pre-proposal site visit for finalists is scheduled for August 20, 2026 at 10:00 AM.
Minimum qualifications include a current Georgia General Contractor's License, registration to do business in Georgia, bonding capacity sufficient for the $163.7 million contract, Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, commercial umbrella liability coverage of at least $5 million, a current ratio of 1.0 or higher, and an Experience Modification Rating of 1.2 or less.
Evaluation awards up to 100 points for qualifications and interview performance, and up to 100 points for fee proposals; the firm achieving the highest combined score will be selected for contract negotiations. Design is anticipated to begin September 2026, with construction lasting approximately 30 months and substantial completion targeted for March 2030. The selected firm must use the Owner's Project Management Program (e-Builder) for contract administration and must execute the work under GSFIC's standard CM/GC Construction Management Agreement. All proposers must complete and submit Certification Form (Exhibit A), Contractor Affidavit under O.C.G.A. 13-10-91(b)(1) (Exhibit B), and Disclosure Statement (Exhibit C). Questions are due July 20, 2026 at 2:00 PM. Submissions must be in PDF format via the GSFIC Egnyte FTP site.
