About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Board of Regents of the University System of Georgia, is procuring building commissioning services for Project J-419, the Dental College of Georgia Building at Georgia Southern University's Armstrong Campus in Savannah, Chatham County. The procurement seeks a Commissioning Agent (CxA) to provide comprehensive commissioning authority services for a new state-of-the-art dental education facility comprising approximately 185,000 gross square feet (103,000 assignable square feet) designed to support a 240-student dental education program with clinical operations featuring approximately 150 dental operatories, instructional laboratories, research facilities, and associated support spaces. Phase One deliverables include developing the Owner's Project Requirements (OPR) document per ASHRAE Standard 202-2018 and reviewing the Design Professional's Basis of Design for consistency, while Phase Two services encompass design phase coordination, construction phase oversight including submittal reviews, functional testing, Test and Balance witness activities, operations and maintenance manual review, staff training verification, and post-occupancy verification through 10 months after material completion. Required qualifications include current general liability insurance of $1,000,000 per occurrence and professional liability coverage of at least $1,000,000 per occurrence, with firms evaluated on firm stability (25%), experience and qualifications (45%), and project suitability (30%) during the initial qualification stage, followed by interviews assessing qualifications and experience (50 points), project approach (25 points), and overall impression (25 points). The RFQ submission deadline is August 14, 2025, at 2:00 PM, with finalist firms announced by August 19, 2025, and mandatory virtual interviews scheduled for August 29, 2025. Construction is estimated to commence in January 2026 with a 26-month duration, extending through December 31, 2028 to encompass design phase, construction phase, and one-year warranty period.
The project requires Georgia Peach certification and sustainable design in accordance with O.C.G.A. 50-8-18, with the CxA required to use the Owner's Project Management Program (E-Builder) for contract administration. Total Systems Commissioning, Inc. (TSCx) has been identified as the highest-ranked firm selected for this project, with subcontracted support from Wiss, Janney, Elstner Associates (WJE) for building enclosure commissioning services. The Phase One contract value is $113,750, comprising $32,960 for OPR development and $80,790 for design phase services, with the preliminary estimated construction budget of $128,000,000 subject to revision based on programmatic requirements and funding availability. Additional services beyond the basic scope may be performed at hourly rates ranging from $95 to $400 per hour depending on personnel classification. Statements of Qualifications must not exceed 50 pages (excluding licenses and forms) and must be submitted electronically in PDF format to the GSFIC Egnyte FTP site, with the contract to be executed on the GSFIC Building Commissioning Services Agreement form without modification. The Owner may terminate the contract for convenience at any time with payment only for services already performed, or for cause with five business days provided for the CxA to cure defects.
