Required services include intake and individual needs assessments, utility payment support, rent payment assistance, housing application support, connections to food resources, and clothing and hygiene items, along with financial guidance. Respondents must include their Texas Identification Number and Federal Employer Identification Number, and must certify E-Verify use for service contracts. Any use of artificial intelligence to complete deliverables requires prior written TDCJ consent.
Vendors must submit monthly deliverables listing individual names, SID numbers, assistance types, and amounts provided, plus quarterly service summaries covering requests received, assistance provided, denial reasons, and outcomes. Invoices are submitted monthly to RRD-BusinessMail@tdcj.texas.gov, itemized by individual and assistance type, with backup documentation such as utility bills. TDCJ reimburses services on a purchase order basis.
Pricing must remain firm for 30 days from the response due date, and delivery is due within 14 calendar days unless otherwise specified. TDCJ may award on low line-item response, low total cost, or any other combination serving the State's best interest. No quantity guarantees are provided, and TDCJ may obtain services from other sources during the contract term. The contract is subject to termination for non-appropriation without penalty.
