About this opportunity

The Texas Department of Criminal Justice (TDCJ) Manufacturing, Agribusiness, and Logistics Department is soliciting purebred bulls for breeding through livestock auctions occurring between September 1, 2026, and August 31, 2027, under RFI IW268478, with vendor responses due August 31, 2027. An ESBD (Economically Disadvantaged Small Business) set-aside or preference applies to this procurement.

Vendors must submit two catalogs and a letter to Carolyn Dahlen requesting TDCJ attendance at their auctions, including auction location, date, time, contact information, and tax identification number. Bulls must be virgin, purebred Angus, Red Angus, Brahman, Charolais, Brangus, or Hereford animals born between September 1, 2024, and December 31, 2025, with valid registration from recognized breed associations. Each catalog must identify bulls by lot number and include Expected Progeny Difference (EPD) data for birth weight, weaning weight, yearling weight, total material, and maternal milk traits. All cattle must pass Brucellosis testing within 30 days prior to auction and comply with Texas Animal Health Commission tuberculosis regulations.

Within ten business days of delivery, TDCJ will conduct a Breeding Soundness Evaluation by a Texas A&M veterinarian contracted by TDCJ, assessing physical examination parameters and semen characteristics (motility of at least 30 percent and morphology of at least 70 percent normal sperm). Bulls failing evaluation are subject to full refund or vendor replacement. A purchase order will be issued at purchase with state warrant payment within approximately 30 days. TDCJ reserves the right to inspect all animals prior to auction for physical soundness. Vendors are responsible for all registration transfer fees and interstate health documentation. Responses must include pricing per unit, remain firm for 30 days from the response due date, and include Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN).
