About this opportunity

The Texas Department of Criminal Justice (TDCJ) is requesting bids to establish a purchase order for Sodium Methyl Cocoyl Taurate, a chemical product, with proposals due July 15, 2026.

Responses must be submitted on the designated form and time-stamped at the TDCJ office prior to solicitation opening. All pricing must be firm for 30 days from the response due date and quoted F.O.B. destination with freight prepaid and allowed. Responses must include a Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN) and be signed by an authorized representative; late, unsigned, or improperly submitted responses will not be considered.

TDCJ reserves the right to award based on low line-item response, low total of line-items, or any combination serving the state's best interest. Price is identified as a primary evaluation factor, alongside product quality and vendor capability to meet state specifications and delivery schedules. The contract will operate as a purchase-order framework allowing TDCJ to obtain the chemical on an as-needed basis throughout the contract term, with potential renewal or extension options. TDCJ may extend any resulting contract up to three months at its sole discretion.

Respondents must comply with E-Verify requirements for employee eligibility, suspension and debarment verification, child support obligation compliance, and prohibitions on discrimination against firearm entities, boycotts of Israel, and engagement with foreign adversaries. Respondents must offer pricing and benefits at least as favorable as those provided to any previous client for similar products or services, and TDCJ retains the right to receive more favorable terms if the respondent subsequently grants better pricing to another client. The respondent bears all federal, state, and local taxes resulting from the contract. Comprehensive indemnification requirements covering general liability and intellectual property infringement apply, with the respondent bearing all defense costs and coordinating with the Texas Attorney General when state agencies are named as defendants. The contract is subject to availability of appropriated funds and may be terminated without penalty if funds become unavailable.
