Qualified bidders must have experience implementing and supporting cloud-based wireless network management solutions for public sector clients. Proposals are due by April 21, 2023, and the state will evaluate submissions based on best value criteria.

This procurement is designated as a Small Business Purchasing Program (SBPP) opportunity, meaning that if an SBPP-certified business responds and meets the best value requirements, they shall be awarded the contract. To be eligible for the SBPP, a business must have its principal place of business in Massachusetts, have been in operation for at least one year, employ 50 or fewer full-time equivalent employees, and have gross revenues of $15 million or less based on a three-year average. The maximum contract value has not been disclosed, but the state has allocated funding for this pilot deployment in its fiscal year 2023 budget.
