The City of Homestead Electric Department is requesting quotes for the purchase and delivery of twelve turbo exhaust belts for a Fairbanks Morse 38TD8 8-1/8 Opposed Piston Dual Fuel Diesel Engine (OEM Part Number 16605431) under ITQ#166655VT, with quotes due August 31, 2026 at 5:00 p.m. EST. Questions are due August 27, 2026, with question responses due August 28.
The belts are replacement components for Generator #13 (Serial # 33D871061TDFSM12) as part of a planned major overhaul to restore compression and combustion efficiency and increase the City's electrical generation capacity by approximately 2,070 kW. The scope requires delivery of the specified OEM-part-number belts with no substitution.
Award is not based solely on price. The City evaluates estimated delivery time, experience with similar projects, ability to meet the required project schedule, and demonstrated ability to complete work within the established timeframe. Quotations must remain valid for a minimum of 30 days from the submission due date. Pricing must be fixed and firm, stated as net prices excluding federal excise and Florida sales taxes, with freight terms F.O.B. destination and freight costs prepaid by the seller unless otherwise agreed in advance.
Suppliers must submit valid occupational and business licenses, Florida State registration, proof of E-Verify enrollment, required affidavits (non-coercion and scrutinized companies certifications), and certificates of insurance naming the City as an additional insured. The City reserves the right to accept or reject any quotation, negotiate with suppliers, or cancel the procurement process at its discretion. Project contact is Robert Henry, Power Plant Supervisor, with support from Barbara Quinones, Director of HPS | Energy.
