About this opportunity

The City of Ithaca is seeking sealed bids for the Ithaca Youth Bureau Parking Lot Expansion project, located in Tompkins County, New York. The procurement is a Unit Price contract for constructing a new parking lot and associated improvements, including sidewalk segments, curb ramps, drainage, striping, and signage within the city's right of way. Key project deliverables include excavation, paving, concrete work, lighting installation, and potential electric vehicle charging stations. Bidders must submit sealed proposals by March 13, 2025, at 2:00 PM to the City Controller's office, with a mandatory 5% bid deposit in the form of a certified check, bank draft, or bid bond. A voluntary pre-bid meeting is scheduled for March 6, 2025, at 10:00 AM at the Ithaca Youth Bureau Parking Lot. Written questions must be submitted to Johnathan Licitra by 5:00 PM on March 10, 2025, and the total project completion timeline is 210 days from the Notice to Proceed, with restrictions on construction activities between June 15-September 1, 2025.

The contract has no specific set-aside designations for disadvantaged businesses, with 0% goals for Minority Owned, Women Owned, Service-Disabled Veteran-Owned, and Disadvantaged Owned sub-contracting. No incumbent vendors are listed, and no existing infrastructure integration requirements are specified. The project includes provisions for prevailing wages, an Apprenticeship Incentive Program offering $5 per hour for eligible apprentices (up to 2% of the total contract amount), and requirements for certified payroll submissions. Contractors must comply with labor regulations and provide payment and performance bonds. The bid includes base bid and alternate options for a student drop-off area and electric vehicle charging stations, allowing the City flexibility in project scope based on available funding. While no specific budget range is provided, the comprehensive bid documents suggest a substantial municipal infrastructure investment for the Ithaca Youth Bureau facility.
