About this opportunity
The State of Maine is requesting sealed bids on one forestry truck with chip body, new or used (no older than 2008), with bids due February 17, 2010.
All vehicles must be diesel-powered with a minimum 210 horsepower engine, automatic transmission, air conditioning, and the capability to tow 8,000 pounds while maintaining 65 miles per hour when fully loaded. The chip body must measure 14 feet in length, 92 inches in width, and 72 inches in height, constructed of galvaneal and steel with a heavy-duty PTO-driven dual-action lift hoist system. Dual batteries (750 CCA minimum), dual axles (8,000 pounds front, 19,000 pounds rear with locking differential), air brakes with ABS, and an Allison 3000 series automatic transmission with power take-off capability are required. Bidders must provide truck manufacturer, horsepower rating, tire specifications, payload information, gross vehicle weight, and gross combined weight. All vehicles must be equipped with lead-free wheel weights and preferably liquid balancer KTB tire treatment or approved equivalents.
Bids will be opened electronically with tabulations made available for public inspection. In tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The State reserves the right to reject any or all bids, waive formalities or technicalities, and increase or decrease quantities by up to 10 percent. Pricing must exclude Maine state sales and use taxes. Cash discounts under 20 days will not be considered. All transportation charges shall be prepaid by the contractor. Ready-to-go truck bids will receive preference, and the State may consider approved equals and alternatives to stated specifications. Evaluation incorporates life cycle costing and emission ratings over 100,000 miles, with fuel economy assessments per U.S. Department of Energy guidelines. Manufacturers must provide California-certified vehicles where applicable with the lowest available emission-rated option. Bidders must submit completed general and technical specification sheets signed by an authorized representative and state warranty terms in months and miles. Bids must be submitted to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine.
