The procurement encompasses a comprehensive range of sign materials and related supplies including round and square galvanized steel signposts, reflective pressure-sensitive sign faces compliant with Federal Highway Administration (FHWA) guidelines, aluminum sign blanks, retroreflective sheeting and vinyl, pavement markings, delineators, traffic paint, and glass reflective spheres. All materials must be new, unused, and of current manufacture, supplied in strict accordance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD), Harris County Standard Engineering Design Specifications and Standard Drawings, and FHWA requirements. The contract term commences May 1, 2026, for one year with Harris County retaining options to renew for four additional one-year periods subject to Commissioners Court approval. Delivery must be FOB inside destination with freight prepaid and included in bid pricing, with all items required within forty-five calendar days of purchase order receipt. Vendors must maintain a toll-free telephone line staffed during normal business hours, provide an internet-based ordering method, designate an account manager, and supply catalogs at no cost. Harris County reserves the right to award to multiple vendors as primary and secondary vendors and may terminate the contract at any time, with liquidated damages of fifty dollars per calendar day assessed for incomplete work beyond approved completion dates.
No specific set-aside designations for disadvantaged enterprises or organizational restrictions are detailed in the procurement documents; however, bidders must comply with federal and state debarment certifications, submit completed Form 1295 (Certificate of Interested Parties) to the Texas Ethics Commission prior to submission, and certify their tax residence status under Texas Government Code Section 2252.001 et seq. All contractors must maintain comprehensive insurance coverage including workers' compensation with $1,000,000 per-accident limits, commercial general liability with $2,000,000 general aggregate per project, automobile liability with $1,000,000 combined single limits, and umbrella/excess liability with $1,000,000 limits, with Harris County named as an Additional Insured on a primary/non-contributory basis. Bidders are subject to Harris County's Minimum Wage Policy requiring payment of $21.65 per hour (adjusted annually) to all contractor staff directly assigned to county work, with exemptions for contracts valued below $50,000 annually and certain other contract types. The procurement documents do not reference incumbent vendors or existing contractors; however, pricing must remain firm for the contract period unless industry-wide changes are documented with manufacturer support, with annual increases capped at four percent.
