About this opportunity
Harris County Flood Control District is requesting bids for remodeling of the Michael Talbott Service Center Maintenance Construction Group Building (Project ID Z100-00-00-MT038) under ITB, with bids due September 28, 2026. Work is performed in Houston, Texas across multiple jurisdictions within Harris County.
The scope encompasses comprehensive building remodeling across 31 divisions: demolition, concrete, masonry, metals, carpentry, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, plumbing, HVAC, electrical systems, and earthwork. The contract incorporates by reference the Harris County Flood Control District Standard Specifications Book (June 2020) and the City of Houston Standard Construction Specifications (November 27, 2023). The contractor must designate a full-time field superintendent with minimum eight years of experience in similar construction work and is responsible for all permits, licenses, traffic control plans, environmental protection measures, safety protocols, and sanitary facilities.
The contractor must self-perform at least 25 percent of the contract price. Performance and payment bonds equal to 100 percent of the contract price are required. Prevailing wage compliance is mandatory under Texas Government Code Chapter 2258, with penalties of $60 per calendar day for workers paid below stipulated rates. For projects exceeding 90 days, the contractor must provide a dedicated field office and restroom for district use with WiFi, telephone service, and utilities; non-compliance or inadequate maintenance incurs daily damages of $200 or $100 per day respectively.
The contractor must mobilize within ten days of receiving the Notice to Proceed and commence work within that timeframe. Monthly partial payment applications are submitted to the county auditor for certification. Final payment is made upon substantial completion and acceptance of all work. The engineer maintains authority over all construction decisions and quality determinations, with engineer decisions final and binding in disputes.
