About this opportunity
Harris County Flood Control District is soliciting bids for property boundary vegetation removal, pruning, and related services under an Invitation to Bid, with bids due August 10, 2026 and a mandatory pre-bid conference on July 21, 2026 at 10:00 a.m. CST via Microsoft Teams. Harris County encourages participation from historically underutilized minority- and woman-owned businesses and expects vendors to make good faith efforts to meet or exceed established M/WBE goals.
The scope encompasses vegetation removal, pruning, and related items on property boundaries for the Harris County Flood Control District. All labor, equipment, and materials are the vendor's responsibility. The vendor must designate an on-site supervisor proficient in spoken and written English and submit all rates as all-inclusive line items with no separate charges for labor, material, equipment, testing, or other associated costs. Performance and/or payment bond is required prior to work commencement.
The initial contract term begins approximately September 1, 2026 for one year, with four one-year renewal options thereafter subject to Commissioners Court approval and revised pricing based on CPI-W adjustments capped at four percent annually. Harris County reserves the right to award to single or multiple vendors designated as "Primary" and "Secondary."
Award will be made to the lowest and best bidder as determined by overall evaluation considering price, vendor capacity and skill, time constraints, availability, quality of performance, and ability to perform work in a satisfactory and timely manner. The vendor must comply with prevailing wage requirements under Texas Government Code Section 2258, submitting certified weekly payrolls and subject to penalties of $60.00 per day per person for wage underpayments. Form 1295 (Certificate of Interested Parties) completion is mandatory prior to bid submission. All toll and parking fees incurred during the contract term are the vendor's responsibility. Questions must be submitted in writing through Bonfire prior to the stated deadline.
