About this opportunity

Harris County and the Harris County Flood Control District are requesting bids for landfill services to accept Type IV, non-putrescible, non-compacted solid waste and recycling materials under ITB 260115, with proposals due June 15, 2026 and a pre-bid conference scheduled for June 3, 2026 at 11:00 a.m. CST via Microsoft Teams.

Vendors must provide three fully permitted Type IV landfill facilities within Harris County boundaries, with at least two remaining operational at all times; facilities outside Harris County may be used only with prior written approval under emergency conditions. Services include acceptance, handling, processing, and final disposition during standard operating hours of 8:00 a.m. to 4:30 p.m. CST Monday through Friday and 8:00 a.m. to 12:00 p.m. CST on Saturdays, with 24-hour on-call availability and four-hour response time for urgent requests. Vendors must accept approximately 10,000 cubic yards annually from the Flood Control District (60% soil, 40% mixed debris), 100 cubic yards monthly from Precinct 2, 38,700 cubic yards from Precinct 3 across multiple facilities, and additional volumes from Precinct 4. All work must comply with Texas Commission on Environmental Quality and EPA regulations for Type IV landfill operations, including waste acceptance and analysis protocols and industrial waste handling requirements where applicable.

The contract term is one year beginning approximately July 1, 2026, with four potential one-year renewal options subject to Commissioners Court approval. All pricing must be all-inclusive and firm for the initial term, with annual adjustments not exceeding the lesser of the Consumer Price Index or four percent without written County approval. Vendors must submit proof of active TCEQ permits, provide three completed bid forms (Tax Residence Certification, Bid Acknowledgement, Subcontractor Listing), and complete the Safety Record Questionnaire. Contractors are required to maintain workers compensation insurance per Texas law, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limits, umbrella/excess liability of $1 million per occurrence and aggregate, and all liability policies must name Harris County as Additional Insured on a primary and non-contributory basis. The Harris County Contractor Minimum Wage Policy applies, requiring $21.65 per hour minimum wage for all workers directly assigned to the contract. Contractors must make good faith efforts to meet M/WBE contract award goals. Tax residency and debarment certifications are required; vendors with delinquent Harris County taxes or debts are ineligible for award.
