About this opportunity
Harris County Toll Road Authority is requesting bids on inspection, maintenance, repair, and related services for lift stations across its toll road system under an ITB due September 14, 2026, with the contract beginning approximately October 6, 2026 for one year plus four optional one-year renewals.
The scope encompasses approximately 132 miles of roadway including the Hardy Toll Road, Sam Houston Tollway, Westpark Tollway, Fort Bend Parkway, Tomball Tollway, and Katy Managed Lanes. Services include quarterly and annual preventative maintenance, emergency alarm response, basic maintenance tasks, and coordination of third-party repairs. The vendor must establish and maintain an approved inspection and preventative maintenance schedule, provide a dedicated local account manager available during business hours (Monday–Friday, 7:30 a.m.–5:00 p.m. CST), and maintain an after-hours emergency contact available 24/7. Response times are classified by priority: Priority I (2-hour arrival, 8-hour solution), Priority II (4-hour arrival, 24-hour solution), and Priority III (24-hour arrival, one-week solution), with liquidated damages of $750 per day for failure to meet response timeframes. All work must comply with OSHA, EPA, state, and local regulations, and the vendor must obtain all necessary permits at no additional cost to HCTRA.
The vendor must demonstrate a minimum of three years' experience in lift station services within the past six years and maintain sufficient staffing to deploy two crews simultaneously. Pricing is based on flat rates for technician labor hours on repairs, quoted on the Pricing/Delivery Information sheet, with parts priced at dealer cost plus a percentage markup to the manufacturer's price schedule. A one-year warranty covering 100 percent of parts and labor is required, with warranty service calls responded to within one business day and corrective action begun within three business days. Unsatisfactory performance, including more than one service callback within 30 days or continued failure to meet response times, may result in contract termination and negatively impact future contract eligibility.
