About this opportunity

Harris County Flood Control District is requesting bids on general watershed repairs to channels across five bayou and creek systems—Vince Bayou, Armand Bayou, San Jacinto/Galveston Bay, Clear Creek, and Brays Bayou (Project ID: Z100-00-00-X382)—with bids due August 10, 2026.

A minimum 25 percent of work must be self-performed by the bidder, a hard constraint on subcontracting scope. Prevailing wage rates apply under Texas Government Code Chapter 2258.

The scope encompasses channel and basin work, public facilities work, safety end treatments, headwalls, and wingwalls performed to Harris County Flood Control District Standard Construction Specifications (2020), City of Houston Standard Construction Specifications (2026), Harris County Engineering Department Standard Engineering Design Specifications (effective 10/10/2023), and Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges (September 1, 2024). Contractors must submit detailed project execution plans addressing design services, mobilization, subcontractor use, organization charts, project manager identification, quality assurance programs, safety records, fiscal and bonding capacity, and financial references prior to or at bid time. A Field Superintendent with minimum eight years' experience in similar construction work must be present whenever work is in progress. All work shall be performed during regular working hours (7:00 a.m. to 6:00 p.m., Monday through Sunday) unless approved otherwise.

Performance and payment bonds are required at 100 percent of the contract price. The contractor must mobilize within ten days of the Notice to Proceed and use Oracle Primavera Unifier project lifecycle management system with 24-hour response requirements to assigned tasks and updates. The contractor is responsible for all permits, licenses, traffic control plans, environmental compliance, dust control, noise control, stormwater management, hazardous waste handling, and safety provisions. Payment is made by unit price items listed in the Unit Price Schedule, with partial payments monthly and final payment upon substantial completion. Preconstruction conferences will be held upon award, with a Notice to Proceed issued no more than sixty days from contract award.
