A local preference of up to 3% applies to vendors with a business location within City of College Park limits, provided their bid does not exceed the lowest non-local bid by more than 3%.
The scope covers a single-day event on Saturday, April 23, 2022 from 9:00 a.m. to 2:00 p.m. EST at two city locations. The contractor must supply six laborers—two chemists and four technicians—and collect hazardous materials including aerosols, household chemicals, pesticides, motor oil, cooking oil, mercury bulbs, liquid fuel, batteries, organics, and paint-related materials. The awardee must provide all necessary supplies and equipment, arrange transportation from their facility to event sites and final disposal facilities, and service all participants in line through the event's conclusion. The City will furnish a forklift at one site, dumpsters, restrooms, workers for vehicle unloading, and a tent if inclement weather requires rescheduling.
The estimated contract value is under $10,000 annually; the previous awardee received $8,500. A 5% bid bond is required at proposal submission; the successful bidder must furnish performance and payment bonds for 100% of the contract amount before notice to proceed. Bidders must comply with Georgia's E-Verify requirements, provide current insurance certificates including workers' compensation and general liability with minimum limits of $1 million, and submit at least five references from similar government, educational, or commercial accounts. Questions were due March 1, 2022 at 12:00 p.m. EST; addenda were published by March 4, 2022 at 4:00 p.m. EST. Evaluation criteria include lowest price, adherence to specifications, delivery capability, and past performance with the City. Clean Earth Co was awarded the contract at $9,197.50.
