About this opportunity
Augusta Water is soliciting sealed bids under ITB 2702 for rehabilitation of its sanitary sewer collection system in Augusta County, Virginia, using trenchless CIPP liner and cementitious manhole lining or other approved methods, with bids due December 3, 2026 at 2:00 p.m. local time. The principal capability filter is experience: bidders must show a minimum of three years' continuous experience installing similar CIPP systems, with at least 100,000 linear feet completed and five separate jobs exceeding 5,000 linear feet each. Bidders must also submit performance work statements detailing installation schedules, CIPP system descriptions, and material specifications.
The scope covers 11,484.0 linear feet of sanitary sewer main, consisting of 10,653.0 linear feet of 8-inch, 708.0 linear feet of 10-inch, and 123.0 linear feet of 12-inch pipe, along with 108 lateral reinstatements and 44 manholes totaling 325.0 vertical feet of manhole rehabilitation. The work spans five project areas in Augusta County, including Fishersville, Verona, New Hope, and Weyers Cave. Supporting GIS maps identify specific gravity mains and manholes by asset number within each area. Unit prices must be stated in linear feet and include all permits, labor, equipment, materials, traffic control, and bypass pumping.
Bids exceeding $500,000 require a bid bond or guarantee of 5 percent of the bid amount, and performance and payment bonds are required upon award. Required insurance includes Workers' Compensation ($100,000 each accident and $500,000 disease policy limit), Comprehensive General Liability ($1,000,000 each occurrence and $1,000,000 aggregate), Automobile Liability ($1,000,000 per accident), and Umbrella/Excess Liability ($1,000,000 each occurrence and $2,000,000 aggregate). Award goes to the lowest responsive and responsible bidder, and Augusta Water may negotiate with the lowest bidder if the bid exceeds available funds or may reject any or all bids. Bids remain valid for 60 days after opening. The successful bidder must mobilize within 2 months of Notice of Award and complete all work within 180 consecutive working days from mobilization. Site visits may be requested from Jesse Roach, Director of Field Operations, at 540-490-2423 or jroach@augustawater.com.
