About this opportunity
The City of Hampton is requesting bids on exhaust fan systems, ductwork, controls, and related installation services across four municipal service shops under ITB 27-09/KJ, with sealed bids due October 15, 2026, at 11:00 a.m. EST. For contracts valued at $100,000 and above, MBE and WBE subcontracting goals of 3.68 percent and 3.30 percent respectively apply; all subcontractors must be certified by the Virginia Department of Small Business and Supplier Diversity.
The scope encompasses labor, materials, equipment, tools, supervision, transportation, permits, and incidental items to provide complete, operational installations at the Heavy Truck and Fire Engine Service Shop, Light Equipment and Off Road Service Shop, Welding Shop, and Light Vehicle Service Shop. Deliverables include exhaust fan assemblies, ductwork, controls, flex drops, storage systems, retractable reels, welding hood hoses with magnetic bases, and telescoping drops. All installed equipment must be new and free from defects with applicable manufacturer warranties; OEM or equivalent aftermarket assemblies from Dorman Products, Continental Aftermarket, Murray, or City-approved equivalents are acceptable. The contractor must meet tiered response times: four hours for emergency conditions, one business day for urgent service, three business days for routine maintenance, and five business days for scheduled preventive maintenance.
The contract runs for one year with four optional one-year renewal periods at the same prices, terms, and conditions. The City will award to the lowest responsive and responsible bidder and may negotiate if the low bid exceeds available funds. Insurance requirements include commercial general liability of $1,000,000 per occurrence, business automobile liability of $1,000,000, umbrella or excess liability of $2,000,000, workers' compensation per Virginia statute, and pollution liability of $1,000,000. A non-mandatory pre-bid conference and site visit are scheduled for October 1, 2026, at 11:00 a.m. EST at 413 N Armistead Ave, Hampton. Bids remain binding for ninety days after the scheduled closing date. Payment terms are net thirty days after receipt of correct invoices. Contracts valued at $100,000 or more are subject to Byrd Anti-Lobbying Amendment compliance and federal suspension and debarment certification requirements.
