About this opportunity

The Alaska Railroad Corporation is requesting sealed bids for in-state disposal, processing, recycling, or reuse of approximately 45,000 used railroad ties per year under ITB 26-22-214614, with bids due by 3:00 PM local time on Tuesday, June 30, 2026.

Bidders may propose disposal at the ARRC-provided 128,000-square-foot (3.0-acre) Area of Use at Birchwood Yard in Anchorage, at an alternate location along ARRC's main line rail belt within Alaska (subject to pre-approval), or a combination of both. The ties are creosote-treated and may have steel hardware attached, with dimensions spanning standard cross ties and switch and bridge ties; quantities will be converted to standard cross-tie-equivalent units for payment purposes. Deliveries are anticipated primarily between July and November at an average of 850 ties per railcar, approximately 5–10 railcars every 2–3 weeks.

The initial contract period is two years with options for three additional one-year extensions, for a maximum total duration of five years. Prices must be firm for the first year, with escalation for additional years permitted upon thirty days' notice and based on the Consumer Price Index or verifiable historic price/cost data reflecting the same gross profit percentage as the base offer.

The contractor assumes full responsibility for all permitting, regulatory compliance, environmental protection, transportation logistics, and adherence to federal, state, and local regulations. Contractors proposing out-of-state disposal bear all associated costs. The contract is funded in part by Federal Transit Administration and ARRC funds and includes Davis-Bacon wage requirements. Sealed bids must be submitted in person at the ARRC office in Anchorage; email and facsimile submissions are non-responsive. Bidders must include a Service Bid Form, Bid Bond (5% of bid price), Contractor Responsibility Questionnaire, and Fee Schedule. The apparent low bidder must submit a Subcontractor List, Contractor's QA/QC Plan, and Site Health & Safety Plan within five working days of notification. Contractors must obtain an Alaska Business License and maintain workers' compensation and comprehensive general liability insurance with ARRC named as additional insured. Addendum 1, issued June 16, 2026, corrects the bid closing day to Tuesday and must be acknowledged in the bid submission.
