About this opportunity
The City of Lubbock, Texas is requesting bids on splash pad chemicals for the 2026 operating season under ITB 26-19483-YB, with bids due March 18, 2026 at 3:00 p.m. A non-mandatory pre-bid meeting is scheduled for March 10, 2026 at 10:00 a.m. via Zoom.
The scope comprises approximately 65 drums of 55-gallon liquid chlorine (sodium hypochlorite 12.5–15%) and 18 drums of 30-gallon hydrochloric acid to be supplied throughout the April–October operating season. Delivery must occur within five business days of order placement at 308 Municipal Drive, Lubbock, Texas, Monday through Friday between 7:00 a.m. and 2:00 p.m., F.O.B. delivered with all delivery and packaging costs included in the bid price. Failure to specify delivery days obligates completion within two weeks.
The contract runs for an initial one-year term with four optional one-year renewal extensions, automatically renewing unless either party provides 90-day written notice of termination. Prices must be firm for a minimum of 60 days and guaranteed for six months following City approval, with adjustments thereafter permitted only based on documented changes in the Consumer Price Index or Product Price Index at the City's discretion. Taxes must not be included in the bid price.
Bidders must submit a non-collusion affidavit, similar projects and reference form, insurance affidavit, vendor acknowledgement form, contact person form, hazardous communications and Material Safety Data Sheets forms, and a completed bid table. No insurance is required. The City will award based on lowest responsible bid or best value, considering bid price, quality, delivery time, bidder reputation, and Historically Underutilized Business compliance. The City reserves the right to reject any or all bids. Bids may be submitted electronically through the City's Bonfire portal or in hard copy to the Director of Purchasing and Contract Management.
