About this opportunity
Clayton County Board of Commissioners in Georgia is requesting bids on liquid asphalt supply services under ITB #26-117, with bids due September 17, 2026 at 3:00 p.m. EST and a non-mandatory pre-bid conference on August 27, 2026 at 10:00 a.m. EST. Bidders must be listed on the Georgia Department of Transportation qualified products list (QPL) #7 and demonstrate a minimum of three years of verifiable experience in liquid asphalt supply services — both are hard eligibility filters.
The County seeks CRS-2h and/or CSS-2 liquid asphalt emulsion to be picked up at the bidder's facility by Clayton County Transportation and Development Department personnel on an as-needed basis. All materials must comply with Georgia Department of Transportation specifications, Section 824. Bidders may submit unit prices per gallon for one or both types of emulsion; distance to the bidder's location is a consideration in award. The County does not guarantee any minimum or maximum quantity and will purchase on an as-needed basis.
The initial contract term is one year with potential for four successive one-year renewals, with services commencing within ten calendar days after receipt of written notice to proceed. The contract terminates December 31st of each year unless terminated earlier. No bonding is required. Comprehensive insurance is mandatory: Workers' Compensation (statutory), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Commercial Automobile Liability ($1,000,000 per accident).
No Small Local Business Enterprise subcontracting goal applies, and the Local Vendor Preference Program does not apply to this solicitation. The County reserves the right to make one award, multiple awards, or no award based on lowest cost responsive bids or best value determination. Bidders must submit through BidNetDirect and comply with the Illegal Immigration Reform and Enforcement Act, including E-Verify registration. Required documentation includes W-9 forms, business licenses, conflict of interest certifications, and reference forms.
