About this opportunity
The Alaska Department of Transportation and Public Facilities, Division of Alaska Marine Highways, is soliciting bids for testing, removal, and disposal of oily waste from Alaska Marine Highway vessels under ITB 2527H028, with bids due August 3, 2026 at 2:00 p.m. Alaska Standard Time. Amendment 1 extended the original July 27 deadline.
The solicitation is divided into four geographic lots by port: Juneau/Auke Bay (estimated 10,000 gallons annually), Ketchikan (14,000 gallons), Homer (5,000 gallons), and Whittier (5,000 gallons). Bidders may respond to one or multiple lots but must bid on all items within a selected lot to be responsive. No subcontractors or joint ventures are permitted.
Contractors must hold a current EPA number, Hazardous Materials Certificate of Registration, and Emergency Response Certificate at bid opening. All testing costs are the contractor's responsibility and must include onsite chloride testing and laboratory analysis for benzene, PCBs, TCLP metals, pH, sulfide, H₂O₂, flash point, and halogens. Equipment must transfer oily waste at minimum 30 gallons per minute with suction capability to lift waste approximately 25 feet from vessel bilges. Compliance with 40 CFR Part 279 for used oil management is required.
Compensation comprises two components: per-gallon pricing for testing, removal, transport, and disposal, and an hourly rate for standby time awaiting vessel arrival. The initial contract term runs from award (approximately August 18, 2026) through July 31, 2027, with four optional one-year renewal periods at the state's discretion. Prices remain firm through July 31, 2027; CPI adjustments are permitted annually upon 30-day notice before renewal.
Alaska Bidder Preference (5%) applies to contractors holding a valid Alaska business license and maintaining a staffed place of business in the state for six months preceding bid submission. Additional preferences include Alaska Veteran (5%, not to exceed $5,000), Alaska Military Skills Program (2%, not to exceed $5,000), and Alaskans with Disabilities (10%). Award is made by lot to the lowest responsive and responsible bidder. Optional site inspections may be arranged by contacting Frank Wyne.
