About this opportunity
The Alaska Department of Transportation & Public Facilities (DOT & PF), Division of Maintenance and Operations, is soliciting bids for winter sand aggregate through Invitation to Bid (ITB) 2525N127, specifically targeting the Fairbanks North Star Borough. The procurement seeks 15,000 tons of primary aggregate sand with an additional 500 tons of "As Needed" aggregate, to be delivered F.O.B. to 2301 Peger Road, Fairbanks, AK 99709 by September 19, 2025. The contract term spans from the award date (approximately May 19, 2025) through April 30, 2026, with potential renewal for four additional one-year terms. Bidders must provide aggregate meeting specific technical requirements, including a minimum of 90% fractured faces and a maximum wear of 45. Bids are due by 2:00 PM Alaska Time on May 7, 2025 (extended from the original May 6, 2025 date via Amendment #1), with a public bid opening immediately following the submission deadline. Faxed or oral proposals will not be accepted, and late submissions will be considered non-responsive.
The procurement includes several Alaska preference opportunities, offering a 5% Alaska Bidder Preference and a 5% Alaska Veteran Preference, along with potential additional preferences for employment programs, local products, and businesses owned by Alaskans with disabilities. Bidders must hold a current Alaska business license and comply with state and federal regulations, including Title VI of the Civil Rights Act and the Americans with Disabilities Act. The contract will be awarded as a firm fixed price with potential Consumer Price Index (CPI) adjustments after May 2027, limited to one price change per contract year with 30 days' written notice. The state reserves the right to cancel the contract with 30 days' notice and will not be responsible for bid preparation costs. While no specific incumbent vendor is mentioned, the procurement emphasizes nondiscrimination, ensuring that disadvantaged business enterprises will be afforded full opportunity to submit bids without discrimination based on race, color, or national origin. Though the exact contract value is not specified, the procurement involves 15,500 total tons of winter sand aggregate, suggesting a potentially significant municipal infrastructure investment.
