About this opportunity

The Alaska Railroad Corporation (ARRC) is soliciting sealed bids for a comprehensive painting and repair project involving passenger coaches ARR 751 DMU and ARR 206. The invitation to bid (ITB 25-55) seeks qualified contractors to perform extensive renovation work, including repainting, HVAC system modifications, window and gasket replacements, side sheeting repairs, and exterior door modifications for specific railcars. Technical specifications detail precise requirements for structural repairs, including continuous welding of side panels, replacement of corroded steel components, and installation of new composite HVAC assemblies. The bid must be submitted in a sealed envelope to ARRC's Supply Management office at 327 W. Ship Creek Avenue in Anchorage by August 27, 2025, at 3:00 pm local time. Potential bidders are required to submit complete bids in U.S. dollars, with written questions accepted only until August 22, 2025. ARRC reserves the right to reject any or all bids and will evaluate submissions based on the most advantageous offer conforming to the solicitation requirements.

The procurement opportunity encourages participation from Disadvantaged Business Enterprises (DBE), with ARRC aspiring to achieve 4.0% DBE participation on federally funded contracts during fiscal years 2025-2027. The railroad is a member of Green Star and considers environmental stewardship a positive business attribute. Bidders must comply with specific terms and conditions, with any conflicting additional terms potentially rendering the bid non-responsive. While no specific budget range is explicitly stated, the comprehensive nature of the railcar renovation suggests a significant investment in fleet maintenance and modernization. The solicitation supports Alaskan and veteran business preferences, though these are applicable only for bid evaluation purposes. Potential bidders should note that email transmissions will be considered non-responsive, and all bids must be physically submitted to the specified address. ARRC emphasizes that bidders are responsible for fully understanding the bid requirements and seeking clarification if needed.
