About this opportunity

The Board of County Commissioners of Calvert County, Maryland, is requesting bids for electronic materials recycling services under ITB 2027-011, with bids due October 19, 2026 at 2:30 p.m. and a virtual bid opening at 3:30 p.m. the same day.

The contractor must provide trucks, trailers, and containers for removal and transportation of mixed electronic materials and cathode ray tube (CRT) monitors from Appeal Landfill at 401 Sweetwater Lane, Lusby, Maryland. The contractor supplies pallets and Gaylord containers, removes materials Monday through Friday between 8:00 a.m. and 3:00 p.m., collects and removes mixed electronics and CRTs within three business days of notification, and maintains at least one trailer dedicated to electronics and one to CRTs. All material must be weighed at the landfill's scales before departure.

Pricing is flat-rate: $120 per ton for TVs and monitors, $110 per ton for other electronics, and $50 per trailer for shipping. All unit pricing includes labor, materials, equipment, supervision, overhead, profit, travel, mileage, and vehicle fuel. Prices are firm for one year from the contract effective date; renewal-period adjustments are at the county's sole discretion, limited to the lesser of the Consumer Price Index for the Washington-Arlington-Alexandria region or three percent.

Contractors must hold and provide copies of R2, e-Stewards, or R2/RIOS Electronic Recycling Certification permits and licenses for all employees handling electronics. Bidders must submit Forms 1–7, including proof of three years of experience, at least three client references, non-collusion certificates, anti-bribery affirmations, vendor independence certifications, and contractor performance records. Insurance requirements are Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), and Workers Compensation insurance.

The contract term is one year from Notice to Proceed with four optional one-year renewal periods under the same terms, automatically renewing unless the county provides ninety days' notice of nonrenewal. Written questions are due October 2, 2026 by 2:30 p.m. The county awards to the lowest responsible bidder based on ability, capacity, skill, character, integrity, reliability, reputation, experience, efficiency, and quality of previous performance.
