About this opportunity
The City of Tybee Island, Georgia is soliciting sealed bids for sediment removal services at Jaycee Park Lagoon under ITB 2026-104, with bids due by 11:00 AM on Friday, February 20, 2026, submitted to Aleesha Robinson at Tybee Island City Hall, 403 Butler Avenue, Tybee Island, GA 31328. The procurement involves the removal of approximately 425 cubic yards of sediment south of bridges as the base bid (Work Unit A) and an optional 300 cubic yards north of bridges (Work Unit B), with sediment removal at approximately one foot in depth along a 15-20 foot width centerline. Contractors may employ either mechanical dredging methods (clam shell or back hoe) or hydraulic dredging (suction) techniques, and must furnish and install silt fence, construct a 12-inch gravel access road (minimum 10-feet wide), and cover an existing red rubber walking path with a minimum of 12 inches of crushed aggregate base course where necessary while avoiding damage to an existing disc golf course and surrounding trees. The contractor must complete all work within 60 days of receiving the Notice to Proceed and is responsible for all sediment disposal, with the option to dump materials at the City's Department of Public Works yard at 76 Polk Street at no cost. Bidders must submit pricing on a line-item basis for mobilization/erosion control, sediment removal, and planting operations, along with a 5% bid bond, Georgia General Contractor's License, Certificate of Insurance naming the City as certificate holder with minimum limits of $2,000,000 general liability, $500,000 worker's compensation, and $2,000,000 auto liability, Occupational Tax Certificate, E-Verify and SAVE affidavits, W-9 form, and debarment certification. All written questions must be submitted at least seven days prior to bid opening, and no pre-bid meeting will be held. Award will be made to the responsible bidder with the lowest responsive bid on Work Unit A, with Work Unit B potentially added via change order if budget allows, and the City reserves the right to reject any or all bids, waive informalities and technicalities, negotiate directly with bidders, or accept the proposal it deems in its best interest.
The solicitation documents do not specify any set-aside designations, minority or disadvantaged enterprise restrictions, or preferences for particular organization types. No incumbent vendors or current contractors are referenced in the procurement documents. Upon contract award, the selected contractor must provide 100% performance and payment bonds, with payment issued within 30 days of invoice approval subject to 10% retainage until 50% of work completion, then 5% retainage thereafter. Liquidated damages are assessed at $500 per day for delays beyond the 60-day completion period. No specific budget range or award value is disclosed in the available solicitation documents, and the contract will be awarded based on lowest responsive bid for the base work unit.
