About this opportunity

The City of St. Cloud, Florida is requesting sealed bids for lift station installation and rehabilitation services on a per-project task-authorization basis under ITB 2026-071, with bids due July 21, 2026 at 10:00 a.m. through the OpenGov Procurement portal. Electronic submission through the designated portal is mandatory; hand delivery, mail, telephone, fax, and email submissions will be rejected.

The scope encompasses new wastewater and stormwater lift station installations (bedding, backfill, concrete pads, precast polymer wet wells, piping, valves, odor control, emergency bypass pumps, instrumentation, electrical equipment, submersible pumps, telemetry, and control panels) and rehabilitation of existing lift stations (temporary bypass pump operation, wet well coating and cementitious repairs, pump and valve replacement, emergency repairs with four-hour response time, and demolition). The City reserves the right to award multiple contracts.

Bidders must have a minimum of three years of lift station system installation and rehabilitation experience, hold a Florida business license, and demonstrate knowledge of submersible pumps, control panels, pressurized pipe, wet wells, and manholes. Required submittals include proof of insurance, W-9 forms, three project references, and compliance certifications including debarment status, E-Verify participation, equal opportunity employment, and anti-human trafficking affidavits.

Pricing is submitted on an hourly labor-rate basis for seven labor categories (superintendent/project manager, civil or mechanical engineer, pump and mechanical technician, electrical and controls technician, confined space/rehabilitation technician, crane/heavy equipment operator, and emergency/after-hours labor) plus a materials and other-labor percentage markup. Fixed-price proposals are required for each task authorization, with all costs including labor, materials, equipment, permits, licenses, insurance, and F.O.B. destination delivery. No bid bond, performance bond, warranty, or liquidated damages are required. The project is funded through the City's General Fund on an as-needed basis with no specified estimated cost. Questions are due July 3, 2026 at 5:00 p.m. No pre-bid conference will be held, though onsite visits may be mandatory for specific projects.
