About this opportunity
The Oregon Parks and Recreation Department is requesting bids for interior plumbing work at the Silver Falls State Park North Gateway Visitor Center under ITB 14497, with bids due August 13, 2026 at 2:00 PM PST through OregonBuys, and a voluntary pre-bid conference at the project site on August 5 at 11:00 AM PST.
Bidders must be registered with the Oregon Construction Contractors Board and in OregonBuys prior to submission; all subcontractors must also be CCB-registered before commencing work. The ITB is exempt from Oregon prevailing wage requirements under ORS 279A, 279B, and 279C.
The scope comprises four primary work items on a lump-sum basis: domestic water systems supply lines, water heater installation, sanitary waste and vent systems, and plumbing fixtures and equipment for a 9,987 square-foot renovation of an existing residence into a visitor center and office space at 21125 Hult Road SE, Silverton, Oregon. The plumbing design specifies Type K soft copper below grade with brazed fittings and Type L copper above grade with soldered fittings; PVC waste and vent piping with fire barrier protection in plenum spaces; cast iron waste piping four inches and larger above slab; chrome-finished exposed piping with matching escutcheons; one-inch flexible elastomeric insulation on all cold and hot water lines; a 50-gallon electric water heater; thermostatic mixing valves set to 105 degrees; reduced pressure zone backflow preventers; and a sewage grinder pit and pump package with failure alarm. All work must comply with the 2025 Oregon Structural Specialty Code, 2023 Oregon Plumbing Specialty Code, and NFPA 13 sprinkler system coordination requirements. Contractors are responsible for final routing, shop drawings, and penetration plans.
Substantial completion is required by October 1, 2027, with final completion by November 1, 2027. The contract end date is one year from substantial completion. Liquidated damages are $500 per calendar day for delays beyond the substantial completion and final completion dates. The awarded bidder must provide performance and payment bonds each equal to 100 percent of the contract amount within seven days of award. Clarification requests are due August 7 at 2:00 PM PST. The project manager is Michael Taylor; the park manager is Jason Wagoner.
