About this opportunity

The City of Stonecrest, Georgia, issued ITB-0005-26 REBID on February 25, 2026, seeking qualified contractors to provide comprehensive Aquatics/Waterpark Management Services at the Browns Mill Family Aquatic Center located in DeKalb County. The procurement encompasses full operational management of a multi-pool facility featuring a main pool with zero entry and double tower slide, a four-lane lap pool, a small child pool area with water play features, and a lazy river. The selected contractor must provide all staffing (lifeguards, supervisors, and maintenance technicians), water quality management, facility operations, programming coordination, revenue collection, and must furnish all necessary labor, materials, equipment, tools, transportation, supervision, and fuel for service delivery. Key qualifications include demonstrated experience performing similar services in Georgia within the last three years and submission of three references for comparable projects. The contractor must obtain all required state, federal, and local permits and licenses prior to commencing operations, including certified pool operator certification and Red Cross-certified lifeguard certifications. The facility operates 12:00 p.m. to 8:00 p.m. Monday through Saturday and 12:00 p.m. to 6:00 p.m. Sunday, opening Memorial Day weekend and closing the day after Labor Day. A mandatory pre-bid meeting and site visit is scheduled for March 13, 2026, at 10:30 a.m. at 4929 Browns Mill Road, Stonecrest, Georgia 30038, with electronic bid submissions due via BidNet by March 27, 2026, at 3:00 p.m., and a virtual bid opening conducted via Microsoft Teams.

This is a revenue-sharing contract with a 70/30 split structure, wherein the contractor retains 70 percent of revenues collected from facility admissions and concession operations while remitting 30 percent to the City on a monthly basis, with the City providing first aid supplies, janitorial supplies, utilities, water, telephone, electricity, and furniture and equipment purchases. The contract includes no specific set-aside designations or restrictions limiting organizational types from responding. Insurance requirements are substantial, mandating Workers' Compensation coverage with no exemptions, Commercial General Liability of $2,000,000 general aggregate with contractual liability, Professional Liability of $1,000,000 each occurrence, Business Automobile Liability of $1,000,000 combined single limit, and Umbrella coverage of $2,000,000, with proof of insurability required at bid submission. The initial contract term is one year from the execution date, with the City retaining the option to renew annually for up to four additional one-year periods for a total possible contract duration of five years. All required bid forms must be notarized where applicable and submitted electronically, including the Bidder's Certification Page, Statement of Qualifications, Conflict of Interest Disclosure Form, Drug-Free Workplace certification, E-Verify affidavit, and Vendor Certification Regarding Scrutinized Companies List, with failure to submit required documentation rendering the bid non-responsive and subject to rejection. Bids must remain firm for 120 days to allow adequate time for City evaluation and award, with the contract value dependent upon actual revenue collection under the 70/30 revenue-sharing arrangement rather than a fixed dollar amount.
