About this opportunity
The Maryland Department of Transportation, Office of Transportation Technology Services, is soliciting renewal proposals for Oracle Java SE Universal subscription licenses through a Purchase Order Request for Proposals, with bids due October 16, 2026, and questions due November 1, 2026.
This procurement is restricted to Master Contractors previously awarded contracts under the COTS 2012 master agreement (060B2490021). Current contractors may submit Letters of Authorization with their bids. Master Contractors must be authorized Oracle resellers.
The scope covers Java SE Universal subscription licenses for 10,000 employees. The contract term runs from November 30, 2026, through December 1, 2027. Work is performed at MDOT/OTTS in Hanover, Maryland. All responses must be submitted electronically through the State's eMaryland Marketplace Advantage (eMMA) e-Procurement system.
Bids must include the manufacturer's suggested retail price and all licensing agreements and terms and conditions for State review and acceptance. Software must be certified virus-free. Pricing must remain valid for at least 120 days following the bid due date. Annual pricing charges shall be billed on the anniversary of the first year's invoice. The State reserves the right to purchase more or less than specified quantities subject to funding availability.
Award will be made to the responsive and responsible Master Contractor offering the most favorable evaluated bid price, based on adherence to specifications and compliance with special instructions. Invoicing should be directed to tsoapinvoices@mdot.maryland.gov.
Bidders must complete and submit the Bid/Proposal Affidavit certifying compliance with Maryland's Commercial Nondiscrimination Policy, Minority Business Enterprise Law, Veteran-Owned Small Business Enterprise Law, and representations regarding debarment, collusion, Iran sanctions, conflict minerals, and Israeli-owned business discrimination. A Data Usage Agreement sample template addressing PII protection and compliance with Maryland's Protection of Information by Government Agencies (PIGA) provisions is attached for reference.
