About this opportunity

Idaho State University is requesting proposals for a comprehensive campus-wide payment system solution under RFP 20260423, with proposals due July 7, 2026 at 4:00 PM MT. The solution must integrate with Ellucian Banner ERP and achieve real-time, two-way integration and PCI DSS compliance — core technical requirements that filter vendor capability.

The scope encompasses centralized cashiering, departmental deposits, electronic bill presentment and payment (EBPP), electronic refunds, installment plans, e-commerce storefronts, convenience fees, central reporting, and an optional point-of-sale system. ISU currently processes approximately $8 million in annual student tuition credit card payments, $23.2 million in online ACH payments, $16.1 million in eRefunds, and $22.4 million in additional credit card transactions through TouchNet and Heartland. The system must serve ISU's main campus in Pocatello and satellite locations in Meridian, Idaho Falls, and Twin Falls. Vendors must demonstrate a minimum of five years of experience providing comprehensive payment solutions to similar higher education institutions and provide current PCI compliance attestation from a Qualified Security Assessor.

Evaluation criteria weight functional fit and completeness at 45 percent, technical architecture and integration at 30 percent, implementation plan and vendor experience at 10 percent, cost at 10 percent, and references and support at 5 percent. The financial proposal must detail costs for years one through five, with year one including setup and implementation expenses. The procurement timeline includes vendor questions due May 7, 2026, university responses by May 19, 2026, shortlisted vendor presentations and demonstrations during the week of July 20–24, 2026, and an anticipated award by July 28, 2026.
