About this opportunity

San Joaquin County's Information System Division is requesting proposals for design, implementation, validation, and adoption of a Genetec Security Center access control solution at the Adult Probation Canlis Building in Stockton, California, with proposals due June 11, 2026. A mandatory pre-proposal conference and site visit is scheduled for April 29, 2026 at 9:30 a.m. at the Canlis Building.

The scope includes system assessment and design, installation of keyless entry hardware at designated entry points, integration with existing security infrastructure, configuration of access control software with user management and permission levels, provisioning of ID cards for approximately 450 eligible county staff, comprehensive training, and warranty support. The solution replaces outdated hardware with a cloud-enabled system offering remote management, user provisioning, enhanced compliance and auditing, and scalability.

Minimum qualifications mandate at least one engineer with Genetec Technical Certification for Security Center Omicast and Synergis; both a C-7 Low Voltage Systems Contractor License and C-28 Lock and Security Equipment Contractor License; knowledge of California Building Code, California Fire Code, California IoT Security Law, National Electric Code, and UL requirements; and familiarity with San Joaquin County ISD Infrastructure Standards. All contractor and subcontractor employees must successfully complete a background investigation approved by the county at the contractor's cost. Prevailing wage rates under California Labor Code Sections 1770–1781 apply to all installation labor.

The anticipated contract term is one year. Evaluation criteria are overall experience and qualifications (10 points), scope of service description (20 points), valuation of design (25 points), program deliverables and outcome measures (10 points), cost (25 points), and references (pass/fail). County payment terms are Net 30 with FOB Destination. Questions are due May 13, 2026; county responses are due May 27, 2026. Award is subject to County Board of Supervisors approval, with an estimated twenty to thirty business days added from the board agenda date.
