About this opportunity
Carnegie Borough is seeking sealed bids for the Irishtown Sewer Separation Project (Contract No. 2025-02), a comprehensive infrastructure improvement initiative located in Allegheny County, Pennsylvania. The project involves constructing a new storm sewer main, installing stormwater inlets, capping existing sewers discharging into the combined system, and creating a new stormwater outfall. Sealed bids must be submitted online via the PennBid Program by 10:00 AM on Monday, November 3rd, 2025, with a total project limit of disturbance covering 10,923.36 square feet. Bidders must submit a bid security of 10% of their total bid amount, either as a certified check or bid bond, and cannot withdraw their bid for 90 days after the bid opening. Contractors are required to complete the work within 90 calendar days after contract commencement, with substantial completion required within 30 calendar days, and will be subject to liquidated damages of $650 per day for each day past the specified completion time.
The procurement opportunity includes several important qualification requirements, such as mandatory submission of an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. The project is partially funded through a COVID-19 ARPA PA Small Water and Sewer Program Grant from the Commonwealth Financing Authority, which triggers Disadvantaged Business Enterprise (DBE) requirements and mandates that contractors demonstrate compliance with DBE solicitation efforts. Successful bidders must provide a performance surety for 100% of the contract amount and comply with equal opportunity employment standards. While a specific total project budget is not explicitly stated, the comprehensive infrastructure work suggests a significant investment in municipal water and sewer system improvements. The project is open to all qualified bidders, with the Carnegie Borough Board Council reserving the right to award or reject any or all portions of the bid.
