About this opportunity

Gloucester County, Virginia is requesting proposals for design, fabrication, delivery, and installation of a permanent Battle of the Hook museum exhibit, with proposals due September 30, 2026, and a mandatory site visit on September 17, 2026. This is an Informal Request for Proposals through the County's Central Purchasing Office.

The exhibit will occupy approximately 180 square feet of wall space on the first floor of the Gloucester Museum of History and must present interpretive content on Gloucester's 1781 Battle of the Hook, the Revolutionary War in Gloucester, the October 19, 1781 "Second Surrender," and the Franco-American Alliance. The scope includes interactive components such as visitor-activated video displays, with design for engagement across all age groups and incorporation of perspectives from men, women, and free and enslaved people. All design work, fabrications, drawings, graphics, and digital files become Gloucester County property upon payment. Components must carry a one-year warranty. Work must be non-invasive and protect the historic integrity of the tavern building. Completion and opening is required on or before January 15, 2027.

Evaluation criteria are equally weighted at 20% each: experience and qualifications of assigned personnel; firm qualifications and competence in museum exhibit design and installation; demonstrated understanding of project vision and deliverables; quality and feasibility of proposed approach and schedule; and cost and overall value. The County reserves the right to conduct interviews, make multiple awards, reject any or all proposals, and award to the most advantageous offeror.

The contractor must provide comprehensive insurance including Workers' Compensation (statutory), Employer's Liability ($100,000), Commercial General Liability ($1,000,000 per occurrence with Gloucester County named as additional insured), and Automobile Liability ($1,000,000 per occurrence if applicable). Payment is Net 45 days upon invoice submission following delivery and acceptance. Written questions are due September 21, 2026, at 2:00 PM. Proposals must be submitted electronically or by hard copy to Christine Calhoun, Senior Procurement Officer, via fax (804) 693-0061 or email purchasing@gloucesterva.info.
