About this opportunity
The Western Reserve Transit Authority (WRTA), serving Youngstown and Mahoning County, Ohio, has issued an Invitation to Bid (ITB 2025-3) for comprehensive vending machine services across two organizational locations. The procurement seeks a qualified vendor to furnish, install, service, maintain, and stock 12 vending machines, including snack, beverage, and fresh food dispensers. The solicitation requires machines equipped with bill and coin changers, potentially credit/debit card payment capabilities, and ENERGY STAR compliant cold beverage units. Proposals are due on December 4, 2025, at 1:00 pm, with a public bid opening scheduled the same day. The contract term spans five years, consisting of an initial three-year period with two optional one-year renewals. Evaluation criteria include proposed commission rates for different product categories, with a minimum monthly guarantee of $2,500 or calculated commission. The vendor must provide a diverse product range, including healthy options like fruits and vegetables, maintain fresh inventory, and ensure multiple brand selections across different product types.
The procurement appears open to all qualified vendors without specific set-aside designations or enterprise restrictions mentioned. The contract is commission-based, with bidders required to propose commission rates for fresh food, beverage, and snack food sales during the initial three-year period and optional renewal years. While no specific incumbent vendor is identified, the solicitation emphasizes comprehensive service requirements, including prompt machine maintenance, service issue resolution within one business day, and immediate refund processing for machine malfunctions. Vendors must provide appropriately identified employees, maintain machine appearance, and comply with federal transit administration regulations. Though exact award value is not specified, the minimum monthly commission guarantee of $2,500 suggests potential annual revenue opportunities for the selected vendor. The procurement targets providing enhanced vending experiences for WRTA employees and public transit users while generating sales and brand exposure for the selected contractor.
