The initial contract term is one year commencing upon issuance of the Notice to Proceed, with options to renew for up to two additional one-year increments at the Town's sole discretion. Contractors must respond to regular service calls within three hours and emergency calls within one hour, available Monday through Friday, 7:00 a.m. to 5:00 p.m., and outside normal business hours. Work includes fixture repairs, leak repairs, faucet repairs, drain work, and repairs to piping systems and domestic water systems.

Prevailing wage compliance is mandatory. The Plumber & Pipefitter classification under Plumbers & Pipefitters Local 51 carries a total prevailing wage rate of $87.44 per hour as of August 25, 2025; apprentices registered with the Massachusetts Division of Apprentice Standards are paid 40 to 80 percent of journeyworker wages depending on apprenticeship step. Unregistered apprentices must be paid the full journeyworker rate.

Bid pricing must include separate rates for master plumbers and journeymen, with estimated hours and markup percentages for materials during normal and after-hours periods for each contract year. A five percent bid deposit is required. Contractors must maintain general liability coverage of $1 million per occurrence and $2 million per project aggregate; property damage liability of $1 million per occurrence and $2 million per project aggregate; automobile liability of $1 million combined single limit; and workers' compensation insurance. Payment bonds of 50 percent of contract price are required for individual projects exceeding $25,000.
