A 5 percent Small Business Preference is available to certified California small businesses, and non-small businesses may qualify for it by committing to subcontract at least 25 percent of the net bid price to certified small businesses or micro-businesses. The laboratory is procuring contractor capacity for testing its in-house laboratory does not provide, and for service when catastrophic instrument failure occurs. Testing supports water samples collected by CDFW personnel for research studies with partner state agencies and for enforcement actions. Bidders must price more than 80 analytical parameters, including metals, nutrients, VOCs, SVOCs, PAHs, pesticides, PCBs, PFAS, dioxins, and petroleum hydrocarbons. Work is performed at the contractor's business location during standard business hours. The contractor must hold California Environmental Laboratory Accreditation Program (ELAP) certification in applicable fields for wastewater and hazardous waste methods. Level II reports are due within 21 business days of sample receipt, and Level IV reports require an additional 21 business days. Required insurance includes commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000, and workers compensation coverage.

The maximum contract budget is $31,000.00 for a term running January 1, 2027 through December 31, 2029. Rates on the bid cost sheet must cover labor, transportation, and sample disposal. Bid opening is November 17, 2026 at 1:30 p.m. PT, with proposed award on November 24, 2026. Award goes to the lowest responsive and responsible bidder meeting all IFB requirements. Payment is monthly in arrears on invoices approved by the CDFW Contract Manager.
