About this opportunity
The California Department of Fish and Wildlife Office of Spill Prevention and Response Laboratory Program is requesting bids on calibration and maintenance services for analytical laboratory equipment under IFB P2675012, with bids due October 5, 2026 at 5:00 p.m. (PT) and public bid opening October 6 at 2:00 p.m. (PT). A 5% small-business preference is available to California-certified small businesses; non-small businesses may qualify by committing to subcontract at least 25% of the net bid price to certified small businesses or micro-businesses. An additional 5% DVBE incentive is available, though DVBE participation requirements have been waived. Metrology laboratory accreditation through ISO/IEC 17025, NIST NVLAP, or an equivalent EU or US-based program is mandatory.
The scope covers annual calibration and certification of nine analytical balances, up to three weight sets (17 weights each), one class 1 QA reference weight set (22 weights), twenty adjustable volume manual pipettors, up to three infrared temperature guns, one digital thermometer, one mercury reference thermometer, and one thermocouple thermometer. All analytical balance calibration must be performed on-site at two CDFW laboratory locations in the greater Sacramento area (Water Pollution Control Laboratory and Petroleum Chemistry Laboratory); all other services may be performed on-site or at the contractor's business location. Services must meet ISO 17025 requirements and be traceable to NIST standards. Recertification cycles range from annual to every five years depending on equipment type. Calibration and certification reports are due no later than 28 business days from service completion.
The contract term runs three years from December 1, 2026 through November 30, 2029. Pricing is structured as all-inclusive unit rates across three contract years with a fixed parts requirement of $500 annually; bidders must also provide hourly labor rates for additional service calls during normal business hours. The contract includes a budget flexibility clause allowing line-item shifts up to $25,000 or 10% of annual total, whichever is less. Award will go to the lowest responsive and responsible bidder. Questions are due September 24, 2026 at 5:00 p.m. (PT). Notice of Intent to Award is anticipated October 8, 2026, with award anticipated October 15, 2026. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers Compensation ($1,000,000 with waiver of subrogation).

OSPR OLP is certified by the State Water Resources Control Board Environmental Lab Accreditation Program (ELAP). This certification process requires the OLP to obtain independent certification of all analytical balances, weights, thermometers, and pipettors. This agreement will supply the required certifications. Balance calibration must be performed on site at the CDFW Laboratories located in the greater Sacramento area. All other services may be performed at the CDFW Laboratories or at the Contractor¿s business location. Click "View Event Package" to Download IFB.
