About this opportunity
The Department of State Hospitals (DSH) has issued an Invitation for Bid (IFB) No. 25-73017-000 for Forensic Pathology Consultant Services across multiple California locations, including counties such as San Luis Obispo, San Bernardino, Napa, and jurisdictions like San Francisco City and Napa City. The procurement seeks a qualified forensic pathologist to provide consultation and analytical support for mortality review processes, specifically when autopsy reports are absent or require additional review. Services will be performed across six DSH facilities: Atascadero, Coalinga, Metropolitan, Patton, Sacramento, and Napa. Bidders must submit comprehensive documentation including medical licenses, board certifications, curriculum vitae, references, and professional qualifications by the bid submission deadline of August 19, 2025. Key deliverables include performing detailed case reviews, with an estimated 10 cases per year at approximately 6 hours per case, and providing expert forensic pathology consultation to support mortality review processes.
The solicitation includes provisions for small business and disabled veteran business enterprise (DVBE) preferences, potentially offering bidding advantages to businesses meeting these classifications. Bidders must comply with various state requirements, including providing proof of legal business status, meeting medical practice act regulations, and submitting detailed insurance certifications. The contract includes specific confidentiality provisions, security requirements, and mandates compliance with HIPAA regulations and California privacy laws. Notably, the contract has a total not-to-exceed amount of $24,000, with a maximum hourly rate of $400. The anticipated contract term is from September 1, 2025, through August 31, 2026, with potential for two additional one-year renewals. Additionally, bidders must acknowledge Executive Order N-6-22, which requires confirmation that they are not subject to economic sanctions related to Russia and Ukrainian conflicts, with potential bid rejection or contract termination if such sanctions apply.
