About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) 04A7200 for hazardous waste identification, evaluation, and removal services across Caltrans District 4, which encompasses nine counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma. The contract will provide comprehensive hazardous waste management services, including identification and removal of underground storage tanks, containers, drums, and similar hazardous materials discovered within state right of way, with services to be performed 24/7 on an on-call, as-needed basis. Contractors must provide all labor, tools, materials, equipment, and incidentals necessary to complete the work, explicitly excluding hazardous waste generated by vehicular accidents or highway spills. Bidders are required to possess a Class A Contractor's license, Hazardous Substance Removal Certification, and multiple other technical and safety credentials. The bid response is due on April 3, 2025, with a bid opening at 2:30 p.m. on the same day, and a proposed contract award date of April 17, 2025, covering a period from June 1, 2025, to May 31, 2028.
The procurement includes a 6% Disadvantaged Business Enterprise (DBE) participation goal and offers a potential 5% preference for small businesses. The contract is federally funded and subject to both state and federal prevailing wage requirements. The comprehensive pricing schedule includes over 110 line items covering services such as work plans, health and safety plans, geophysical surveys, drilling, sampling, laboratory analysis, and waste disposal. While the total contract amount is not explicitly stated, the extensive line-item pricing suggests a significant budget for hazardous waste management services. Bidders must demonstrate substantial technical expertise, safety protocols, and the ability to respond quickly to emergency and routine hazardous waste identification and removal scenarios across the specified geographic region. The procurement aims to establish a qualified contractor capable of providing specialized environmental remediation services for Caltrans infrastructure.
