About this opportunity
The California Department of Transportation (Caltrans) is issuing an Invitation for Bid (IFB) 03A3962 for multiple providers to perform emergency and routine identification and removal of hazardous waste and materials within state right of way across multiple Northern California districts. The solicitation covers Districts 1, 2, and 3, which encompass 21 counties including Del Norte, Humboldt, Mendocino, Lake, Lassen, Shasta, Butte, Sacramento, and others. Contractors will be responsible for providing labor, tools, materials, equipment, and incidentals necessary to identify and remove hazardous waste, such as underground storage tanks, containers, and drums, with a specific exclusion for hazardous materials resulting from vehicular accidents or highway spills. The procurement is structured as an on-call multiple-provider solicitation, with two contractors expected to be awarded agreements. The solicitation was posted on March 18, 2025, with proposals due by April 3, 2025. Bidders are advised that current solicitation documents may have limited digital accessibility, and interested parties can request accessible versions through a provided contact method.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract appears to be open to qualified hazardous waste management and environmental remediation contractors capable of performing emergency and routine identification and removal services across an extensive geographic region. While the specific award value is not detailed in the provided information, the multi-county scope and on-call nature suggest a potentially significant contract value. The procurement allows for two simultaneous contract awards, indicating Caltrans seeks multiple capable providers to ensure comprehensive hazardous waste management coverage across Northern California. Contractors will be expected to demonstrate significant technical capability, appropriate certifications, and readiness to respond to hazardous waste identification and removal needs across diverse jurisdictions. The contract will likely require robust safety protocols, environmental compliance expertise, and rapid response capabilities across the specified districts and counties.
