About this opportunity
The State of Missouri's Office of Administration, Division of Purchasing, is requesting sealed proposals on behalf of the State Treasurer's Office for investment management and consulting services covering a $15.1 billion portfolio, with proposals due August 12, 2026 at 2:00 PM Central Time under RFP STATE 0000000480SL. The original July 29 due date was extended to August 5 through Amendment 01, then further extended to August 12 through Amendment 02.
The scope encompasses non-discretionary investment advisory services, cash management and liquidity advisory support, trade execution services, risk management and compliance support, reporting and communications, operational coordination, program support, and investment operations continuity support services. The portfolio currently totals approximately $15.1 billion in temporary federal relief funding and is expected to normalize to $9–11 billion once that funding is expended.
The contractor must demonstrate a minimum of five years of experience providing investment advisory services for similarly-sized portfolios, with prior governmental client experience highly desirable. The required leadership team includes a government/contract relationship manager with at least three years of public-sector contractual relationship experience, a primary investment manager with ten years of investment advisory experience (preferably holding Registered Investment Advisor status), and a support investment manager with three years of relevant experience. All contractor personnel must pass background checks equal to Missouri state employee standards at the contractor's expense.
The contract term is two years from authorization, with the Division of Purchasing holding renewal options for two additional one-year periods. Compensation is calculated as a firm, fixed annual price divided by twelve and paid monthly from interest credited to state accounts, allocated according to monthly interest earned, plus hourly rates for supplemental consulting services requiring prior written authorization.
All proposals must be submitted electronically through MissouriBUYS at https://missouribuys.mo.gov. Hard copies, email submissions, and courier deliveries are not accepted. Vendors must be registered in MissouriBUYS in "Prospective" or "Spend Authorized" status to submit and must achieve "Approved" and "Spend Authorized" status to be considered for award. No incumbent contractor exists for these services. Evaluation uses multiattribute scoring. Contact Julie Kleffner at (573) 751-1689 or Julie.Kleffner@oa.mo.gov for questions.
