About this opportunity

The State of Missouri, Office of Administration, Division of Purchasing, is soliciting proposals on behalf of the State Treasurer's Office for investment management and consulting services, with proposals due August 5, 2026 at 2:00 p.m. CST (extended from July 29 via Amendment No. 01). No set-asides or state preferences apply.

The scope covers non-discretionary investment advisory services, cash management and liquidity advisory services, investment advisory and trade execution services, risk management and compliance support, reporting and communications, operational coordination, program support and coordination, and investment operations continuity support on an as-needed basis. The State Treasurer's Office manages a current investment portfolio of approximately $15.1 billion, with expectations to return to $9 to $11 billion after temporary federal relief funding is expended; approximately $800 million is invested in certificates of deposit with Missouri banks, with the remainder in short-term, highly liquid instruments including repurchase agreements, commercial paper, U.S. Treasury securities, and U.S. Agency securities.

The contractor must demonstrate a minimum of five years providing investment advisory services for a portfolio of similar size and composition, preferably for a governmental client. The leadership team must include a government/contract relationship manager with at least three years of experience managing government or public-sector client relationships, and the working team must include a primary investment manager with ten years of investment advisory experience and a support investment manager with three years of such experience. The contractor must be registered in MissouriBUYS with "Approved" status in WebProcure/Proactis and "Spend Authorized" status in MissouriBUYS prior to award; must pass standard background checks equal to those required by the State of Missouri for employees; be registered with the Missouri Secretary of State; maintain tax compliance with the Missouri Department of Revenue; and comply with E-Verify work authorization requirements if meeting the definition of a business entity.

Compensation is paid monthly from interest credited to state accounts using an annual firm fixed price divided by twelve and allocated based on interest earned each month, with additional hourly rates available for non-included consulting services. The contract period runs two years from effective date with renewal options for two additional one-year periods at the Division of Purchasing's sole discretion. No incumbent contractor exists. Proposals will be evaluated using multiattribute scoring methodology. This is a Blanket Purchase Agreement under NAICS 84121600 (Funds Transfer and Clearance and Exchange Services).
