About this opportunity

The Missouri State Treasurer's Office, through the State of Missouri's Division of Purchasing, is requesting proposals for investment management and consulting services, with proposals due July 29, 2026 at 2:00 p.m. Central Time. This is a blanket purchase agreement for non-discretionary investment advisory services supporting the State Treasurer's management of approximately $15.1 billion in state monies (expected to decline to $9–11 billion once temporary federal relief funding is expended).

Scope includes cash management and liquidity advisory services, investment advisory and trade execution services, risk management and compliance support, reporting and communications, operational coordination, program support, and investment operations continuity support. The contractor must have a minimum of five years providing investment advisory services for portfolios of similar size and scope, with governmental client experience highly desirable. Leadership must include a government/contract relationship manager with at least three years managing government or public-sector client relationships. The working team must include a primary investment manager with ten years of investment advisory experience (preferably a Registered Investment Advisor) and a support investment manager with three years of experience.

The contract term is two years from the effective date, with the Division of Purchasing holding the option to renew for two additional one-year periods. Compensation is structured as a firm, fixed annual price divided by twelve months and allocated based on monthly interest earned on state accounts, with additional hourly rates available for non-included consulting services. Submission is required electronically through MissouriBUYS. Vendors must be registered in "Prospective" or "Spend Authorized" status in MissouriBUYS and achieve "Approved" status in WebProcure/Proactis and "Spend Authorized" status in MissouriBUYS to be eligible for award. The contractor must maintain liability insurance naming the State of Missouri as an additional insured, pass standard background checks equivalent to those required for Missouri state employees, and comply with business registration, tax compliance, E-Verify enrollment, and anti-Israel boycott certification requirements. No incumbent contractor exists. Evaluation will use multiattribute scoring methodology.
