About this opportunity
The Teacher Retirement System of Texas (TRS) is requesting proposals for Investment Data Modernization Post-Implementation Technical Services to support the SimCorp Dimension platform, with proposals due August 25, 2026 at 3:00 p.m. Central Time and a pre-proposal conference on August 6, 2026 at 11:00 a.m. Central Time (non-mandatory).
Mandatory qualifications require direct, hands-on experience providing SimCorp Dimension services to at least one investment company or public entity of similar size and scope, including production support and operational services with cloud version clients. Key Personnel must possess a minimum of five years' investment operations or investment systems experience, three years of SimCorp Dimension support experience, and demonstrated experience managing incidents, problems, changes, operational reporting, stakeholder governance, batch scheduling, interface failures, and DEV/UAT/PROD environments.
The scope encompasses five service categories: Application and Functional Support, Technical and Operational Support, Change and Configuration Support, Release and Upgrade Support, and Knowledge and Operational Enablement. The initial contract term is two years with three optional one-year renewal periods. TRS reserves the right to make no award, a single award, or multiple awards.
Respondents must submit fully loaded, firm, fixed prices or hourly rates inclusive of all costs of performance. Travel, meals, and lodging expenses are allowed only for larger projects and require prior written TRS approval; reimbursement follows State of Texas per diem rates. Price escalation for optional renewal terms is not permitted.
Evaluation uses best value standards with weighted criteria: Past Performance and Client References (40%), Performance Details (20%), Key Personnel (15%), Pricing (15%), and Sample Work Plan (10%). Questions are due August 7, 2026 at 1:00 p.m. Central Time. Presentations by top-ranked respondents may be requested during the week of September 14, 2026. Proposals must be submitted through TRS' Procurement and Vendor E-System (PAVES) using 2-factor authentication. No VETHUB subcontracting plan is required unless the respondent determines a need to subcontract services, which requires prior written TRS approval.
