About this opportunity

The Commonwealth of Kentucky, Department of Professional Licensing, on behalf of the Kentucky Board of Licensure for Massage Therapy, is seeking investigative services through a Request for Proposal issued April 17, 2026. The procurement requires a qualified investigator to conduct investigations into complaints against licensed massage therapists and unlicensed persons, with key deliverables including interviewing complainants, licensees, and witnesses; obtaining and reviewing medical, business, and insurance records; preserving evidentiary materials electronically; submitting status reports seven days before each Board meeting; preparing written investigative reports with statutory and regulatory citations; compiling case files; coordinating with Board Counsel on litigation matters; and providing testimony at administrative hearings. The investigator must demonstrate comprehensive knowledge of KRS Chapter 309.350-364 and 201 KAR Chapter 42, maintain response times of three business days for communications, and submit invoices within thirty days of service conclusion. The evaluation process allocates a maximum of 300 points for technical proposals, assessed on staff qualifications and experience, sample investigation reports, interview questions, evidence preservation plans, professional portfolio, experience with licensure law review, and years of investigative experience, with oral presentations potentially required for the top two ranked vendors worth up to 100 additional points. Cost proposals will be evaluated with the lowest cost receiving maximum points and remaining proposals scored proportionally. Written questions must be submitted by April 24, 2026, with sealed technical and cost proposals due electronically by 3:00 PM Eastern Time on May 8, 2026.

The contract requires 250 hours of investigative services at an hourly rate to be proposed by the bidder, plus reimbursement for actual travel expenses at current state mileage rates and miscellaneous expenses including postage and supplies upon receipt of receipts, with no hourly rate paid during travel status. Professional Liability Insurance with minimum limits of $1,000,000 per claim and Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate are mandatory requirements, along with Automobile Liability Insurance if the contractor will drive to Commonwealth properties. All bidders must register with the Kentucky Vendor Self Service System prior to submission. The anticipated contract term is July 1, 2026, through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods pending approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. The RFP does not specify set-aside designations or restrictions on organizational eligibility, nor does it identify incumbent vendors or existing contractors. The Commonwealth reserves the right to reject any or all proposals and to negotiate fair and reasonable compensation based on submitted pricing, with no specific budget range disclosed in the solicitation materials.
