About this opportunity
The Commonwealth of Kentucky, Board of Accountancy, is requesting proposals for a licensed CPA investigator personal service contract to investigate Certified Public Accountants for violations of applicable statutes and administrative regulations, with proposals due by 4:30 p.m. Eastern Time on August 31, 2026.
The investigator must hold a current Kentucky CPA license, possess a bachelor's degree, and have a minimum of five years of experience as a Certified Public Accountant. Upon completion of investigations, the investigator must present verbal or written reports to the Board and may be required to testify at administrative hearings. The RFP evaluation is weighted at 600 points for technical proposal (previous experience with federal and Kentucky tax laws, regulations, procedures, and attest engagements), 350 points for cost proposal (hourly rate for services, excluding travel), and 50 points for oral presentations if required. The proposal with the lowest cost receives maximum cost points, with other proposals scored proportionally.
Professional Liability Insurance with minimum limits of $1 million per claim, Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance (if the contractor drives to Commonwealth properties) are required. The contractor must be registered with the Kentucky Secretary of State and comply with all applicable state laws.
The initial contract term runs from September 1, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods, subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. Proposals must be submitted electronically through Kentucky's Vendor Self Service System in three separate sealed documents: Technical Proposal, Cost Proposal, and Proprietary Information. Payment will be made within thirty working days of invoice receipt and service acceptance. No offeror's conference or site visit is required.
