About this opportunity

The Kentucky Board of Accountancy is seeking a qualified private investigator to conduct investigations of certified public accountants (CPAs) for potential violations of statutes and regulations governing the practice of public accounting. The selected investigator must have a current license to practice as a private investigator and a minimum of 5 years of experience as a federal, state, or local law enforcement officer with experience in white-collar crime or fraud cases. The investigator will be responsible for conducting investigations of CPAs, preparing detailed reports, and potentially testifying at administrative hearings. The initial contract term is anticipated to be from July 1, 2024 through June 30, 2026, with the option to renew for up to two additional two-year periods. Proposals will be evaluated based on the investigator's previous experience, proposed cost, and, if required, an oral presentation. Pricing will be evaluated separately from the technical proposal, and the lowest priced proposal will receive the maximum score.

Preferences may be given to qualified bidders, including Kentucky Correctional Industries and certain nonprofit organizations. The Commonwealth reserves the right to negotiate a fair and reasonable compensation rate with the selected offeror, and to reject any or all proposals based on the best interests of the Commonwealth. The Request for Proposal (RFP) is due by April 5, 2024 at 4:30 PM Eastern Time and is issued for the jurisdictions of Jefferson County and Louisville City in the state of Kentucky.
